"Based on," meaning include a group if they meet the Hallmarks, or if
they just don't contradict them?

We certainly need to go beyond that starting point. I think that PGA's
pretty irrelevant to this kind of project. What's ECAP's attitude to
feudalism, for example? And Bike Station is an excellent example of a
non-political project that should be included in a project like this
(assuming I understand the aims of it).
