[imc-sf-active] Documentation needed about the time zone settings

In sf-active.cfg :


// TimeZone
// set the difference to the servers time in seconds.
$GLOBALS['time_diff'] = X;
$GLOBALS['server_time_offset'] = Y;


This part of the configuration file is a bit unclear, would be nice to 
make a documentation.
Could this documentation include a note for countries that practice 
summer/winter times to explain that it isn't automatic and the a 
modification is required?
I volunteer for a french translation if needed.
