[imc-sheffield] Highgate feature

The feature is based on an upcoming event in Lincolnshire, but I was
thinking the notts and sheffield imc's would be appropriate to propose it
for as they are both the nearest??

It also has an update to be included (hopefully) soon and was proposed as
topic/regional specials nearer the date.
