"The process has been long and arduous, but in the end the citizens of
Urbana got what they wanted: an independent civilian police review board
(CPRB), or at least an ordinance authorizing one. After two years of
formal deliberation, and between six and eight years of community
advocacy, the Urbana City Council last night (Aug. 6, 2007) voted 4-2 in
favor of the public right of oversight over local law enforcement."
