	Nenninger's 8th Circuit Appeal --
	-- Government Brief Filed, 1/5/09

	Background:  As the 2007 Rainbow Gathering got underway in 
Arkansas, Tony Nenninger brought a 'pro se' civil suit against USFS 
policies & police targeting of religious exercise (Case No. 07-3028, 
U.S. District Court, Western District of Arkansas).  Wrangling the 
procedures for over a year, the suit was dismissed on summary 
judgment in July '08, and the following month the court refused to 
amend judgment  - skirting the issues entirely.

	He took it up to the 8th Circuit Court of Appeals in St. 
Louis, filing his Appellant's Brief on 11/20/08... a most scholarly 
endeavor, making the deepest court record on these issues to date.

	The appeal progresses in accord with the briefing schedule: 
He graciously assented to an extension of time for the Government's 
responding brief, which was filed a week ago:

scrutinize the positions of the Forest Service in opposing these 
civil rights claims -- and contribute useful ideas & research.

	Tony 'Goodwater' has also made an appeal to allies -- for 
modest donations to support the costs of this difficult legal action. 
In a recent public flyer, he put out this request:
