SB 228--AMEREN ATTEMPTS TO REPEAL MISSOURI'S NO-CWIP LAW: DECEPTIVE
TITLE, ANTI-CONSUMER, ANTI-ENVIRONMENTAL MEASURE:
On Thursday, Jan. 22 Sen. Delbert Scott introduced SB 228, the bill
that AmerenUE is pushing to force ratepayers to underwrite the
construction of their massive, proposed Callaway 2 nuclear reactor. If
this bill passes, Ameren could begin raising rates almost immediately,
passing on the costs they've already incurred (more than $50 million)
just planning and applying for a license for Callaway 2.
The bill would repeal Missouri's voter-enacted No-CWIP law, which
protects rate payers by prohibiting utilities from making profits on a
power plant before it is built and operating. And, to top it off,
they're greenwashing the proposal by calling it the "Missouri Clean
and Renewable Energy Construction Act." Polluters, including the
nuclear and coal industries, rely on Orwellian tactics, mollifying
public concerns by continuously labeling their technologies "clean."
The bottom line, however, is that both cause serious environmental
degradation. While the proposed law offers CWIP funding to renewables,
those installing renewable generating capacity don't need CWIP
charges. Renewables are quick to bring on line, and don't entail the
financial risks that nuclear presents.
Don't be fooled, there is nothing even remotely environmentally
friendly in this proposed law.

JEFFERSON CITY EVENT, TUESDAY, FEB. 3: There will be a similar
presentation at 2 p.m. in the Third Floor East Alcove of the State
Capitol. This is open to legislators, their aides, the media as well
as the public.
