[IMC-Sysadmin] images and stream hosting (please read if you use this)

Based on responses, these cities will be moved to inaccessible paths on
Wednesday:
 - hamilton
 - argentina

If nobody complains for a week or two, they'll be removed.

The original purpose of images/streams was to move very
bandwidth-intensive content off of servers that had to pay for data
transfer.  I turned on access logs for the next day or two and will
email a usage report later this week.

I'm hoping that some cities with a lot of disk space (belgium, bolivia,
la, portland-old, mayday, nyc, pghimc, santacruz) are using relatively
little bandwidth and can be moved back to the source machines.
