I'm not sure which version of TWiki that
http://docs.indymedia.org/ is running -- upgrading to the
latest version might have the i18n situation a bit better,
however UTF-8 support in TWiki is still not 100% sorted
yet :-(
I posted to this list about this the other day because of
problems with Chinese:
I have done a small bit of digging on this issue and
there is some info about UTF-8 and TWiki is here:

It seem that things are moving on, but full UTF-8
support is not yet there:

There are other wikis that can do UTF-8, I installed
Subwiki the other day and got that working OK, however
it doesn't have many features -- it is probably best to
wait till TWiki can do UTF-8...
Anyone else have any ideas? I think this is a very
important issue for the global network.

Anyone have any thoughts? Is anyone taking responsibility
for tech upgrade to the TWiki?
Perhaps we need a i18n FAQ and TODO list or something...?
