[IMC-Tech] Cities list

i know dada uses cities.xml, but a more useful way of presenting this
data would probably be nice.

rather than invent our own format for the list(wow that plist stuff is
ugly!) maybe there's an exiting one(opml?) that could be used, so that
off the shelf tools would work with it...
