[IMC-Tech] Draft: How to properly shut down an IMC

Seems like the easiest thing to do would be to have a form, where 
people can fill in some info about the status of the imc, what 
research or attempts to contact they have done, and then have that 
form send to a list (either commwork or a new working group) for 
further follow-up?
