[Imc-uk-features] respecting the process

Apologies for not mailing the list earlier -- comments hidden because 
they were racist and offensive (talk of "palinazis" etc).

The lack of logging in the admin interface when comments (as opposed to 
whole articles) are hidden is a long-standing tech issue, as is the lack 
of a "view hidden comments" link on the live site.
