No it isn't, it never has been...

Yeah, if, for example, someone posted something saying
that they though that English people should kill all
Scottish people then it would be hidden -- the posters
freedom of speech would be denied. 

The best argument against freedom of speach that I have
heard was based on the use of newspapers and the radio to
encourage genocide in Rwandan...
