[Imc-uk-features] Publishing server and server appeal

Hi

The publishing server has been down since last night,
hopefully it'll be up sometime soon...

Bunny has put together a text about this that we have hard
coded into the front page (it'll get overwritten when the
publishing server comes back online) and we stuck the
appeal text in it, at the moment it is only on www3 but it
should sync to the other mirrors soon:

When the publishing server does come back online we can
use the text for a start page special, it can be found
here:

  http://www3.indymedia.org.uk/server.html
