[Imc-uk-features] Addition to "Upcoming Coverage'

Hello

I added the WTO Ministerial Conference in Hong Kong (Dec 14-18) to the  
Upcoming section, and I've created a subheader called 'World' for it,  
because the one there was in there read 'Europe and Americas', and it  
didn't make much sense to me.

So I propose to have 4 subheaders in 'Upcoming':
One for UK,
Europe (which is now <!-- hidden --> coz there is nothing in there, and
World (which will include anything outside uk and europe)
Ongoing (which at the mo has got Iraq Occupation)
