Agree with Wietse here. I did ask the same question in irc a few months 
back and, as far as I remember, I was told that breaking news appear in 
all sections and regional pages by default, and that at the moment 
(that moment in time) could not be changed.

Not sure why this is, nor I really see the point of having a "Breaking 
News" like this, unless it is used very seldom and only for 'big' 
things that apply to every region, ie: stuff that may be of interest 
and/or affect most potential readers of the uk's imcs.
