[Imc-uk-features] socpa topic creation

The SOCPA timeline is now published, and I'm populating the newswire 
whenever I get a few minutes. August and October 2005 reports are 
done. If anyone feels like picking a month from the timeline and 
ticking the SOCPA button on reports for that month please go ahead 
:-) but mail here if you do so I don't lose track and try and repeat 
the work.
