Right, it's because the different mirrors update at different times. 
They do take a long time to update, a bunch of us have written some code
that should dramatically speed up the time it takes for mirrors to sync,
and it's running, but we're in the middle of testing it out before we
switch over to it.  Hopefully that'll be done in a week or so and then
we can switch the mirrors over to the new system.
