[Imc-uk-features] [PROPOSAL] 'Other Press and Blogs'

I totally support this proposal. But perhaps the topic should be more
visible than buried among loads of other ones (cos lots of ppl don't or
mis-tick). It could, for example, have a seperate section on the publish
page, or even the pre-publish page. Also, is it technically possible to
have UK unticked by default when people tick the Other Press topic?
