I'm at a loss. If collectives monitor their own wire, and the UK 
wire, and don't trawl other collectives' wires then they will be no 
conflict.  Anything that is exclusive to that region will only be 
moderated by that collective.

There won't be a problem.

A bit of dialogue with Ben earlier let me to realise that some people 
moderate through admin, which means they get to read ALL posts, 
regardless of the collective that posted them.  If we simply decide 
on moderation by scanning our own collective's wire there's no way we 
can interfere with the others.
