[Imc-uk-features] proposal for 'Action' topic

I have updated the ImcUkTopics Wiki and added the proposal:

In March 2005 there was a proposal for a process for creating them, a set
of criteria for action topics:

1. It has to be a subject / action that has a date / time, the actions
topics are archived by year.
2. There has to have been at least one UK feature on the topic.
3. It has to be a subject / action that it is expected will generate a lot
of articles.

So maybe we create it after the proposed feature has been published?
