Well, it's good to imply that they were in prison for the only 'crime'
that they were migrants. "Migrant" has also become another
category/classification of people rather than a description of a
temporary, normal human activity. Someone once suggested using "people who
migrate" to get over that, but i guess it's a too long, hence a weak
alternative.
