[Imc-uk-features] demote startpage special to ordinary feature?

There seems to be something of a bottleneck at the moment, with a 10 day
gap between 'Pride in London and Beyond' and 'Palestinian Flag Hoisted at
Agrexco Carmel', while several features are still waiting to be published.
