Yes and it also doesn't delete the first version -- the
only way to do this is to email the files to one of the
server admins and get them to replace the files on the
file system with the new versions (and the icons if these
need doing, but they are so small that I expect they
don't).

There is no way to delete uploaded files via the web
interface.
