I read this first as "Usually, apathetic medics of all types are up in
arms" etc. Probably just me, but it could be reworded to something
like, er, "Medics of all types, usually so apathetic, are up in arms" or
"Medics of all types, not generally noted for their militancy, are up in
arms"
