I think it's a shame if we assume the average reader will be unable to
recognise the trope. Also, that title rightly put the focus on the
arms fair/trade rather than protests or police reaction, something we
don't do enough.

By all means suggest with a decent alternative, but please can we
leave the scare-quotes to the BBC et al, they rely on the idea of some
objective standard of reporting we all know doesn't exist.
