[Imc-uk-features] Replacement DSEi feature

I sent this out twice (at 10.17 and 12:34) but it doesn't seem to have arrived

Hi - as some of the feature is now out of date, and there have been further
developments, I have taken the liberty (after checking in IRC) of replacing it
with http://www0.indymedia.org.uk/en/2007/09/380755.html
