[Imc-uk-features] [imc-uk-tech] Ticker display on the front page

Hi

There is a beta version of the front page ticker display
here, it scrolls through the latest 4 entries and pauses
on mouse over: 

  http://uk.mir.dnsalias.net/en/

It's based on the code from here:

  http://www.greywyvern.com/javascript

There are two problems with it still:

- It doesn't support HTML in ticker entries.

- The width of the ticker box is set as a % which results
  in it being a different width from the boxes below it on
  high res monitors. This might be easiest fixed by
  removing the box so it isn't apparent that it's an odd
  width...

What do people think?
