On the wiki this loine appears:

"In addition there have been recent allegations that claim that Martin Hogbin is
responsible for the Diaz raid."

I don't think that can be incorporated into a feature - my guess is that the
Italian state bears full responsibility for the Diaz raid - see for example
Emily's comment on the thread:

Not sure who the imcista making the claim is, but it doesn't seem very
credible.
