[IMC-UK-Features] New "Other Projects" box

Hiya

I've gone to admin today to try to see whether i would manage to do a 
new "Other Projects' box in the left-hand side column to include the 
schNEWS banner, but i'm afraid  i couldn't suss it out. I'm not even 
sure if this is a templates thing or what, but probably it is no?

So if someone can tell us how to do it it'd be cool, but probably it's 
quicker if someone that knows how to just go ahead and do it, as the 
proposed deadline for that proposal was passed last sunday. Meanwhile 
the schNEWS banner still displays in the existing 'Projects' box, 
together with the other imcuk projects banners.
