[IMC-UK-Features] Feature proposal (sorta): Mass action

Hey!

I'm not sure if this will actually be helpful or not, but I've put
together the basic structure for a day of mass action feature:

Once stuff starts happening, people can add in the relevant newswire
links, fill out the text a bit and hopefully get it up fairly quickly
without too much hassle.

I'm assuming that Deano's feature will go up whenever he's able to finish
it with the assent of whoever's in the irc at the time and this will
follow sometime tomorrow morning being updated as things happen.
