[IMC-UK-Features] new startpage special

Hiya,

With the mobilisation against the BNP's Red White and Blue festival 
coming up this Saturday, I have changed the Climate Camp startpage to a 
feature and ticked UK on the RWB special which was already published on 
the RWB topic page. As proposed previously on the uk features list:
