[IMC-UK-Features] action topic proposal

Starting with the 48 hours of action against new coal and E.on is a  
new campaign from the climate camp given the name 'E.on Face-Off' and  
I propose we make this a new major action topic as it will run  
throughout much of next year. I don't know how that works with the  
changing of the year into 2009 but it makes sense that it starts now  
to include the action sofar.
