[Imc-uk-features] [PROPOSE] Making an IMC-UK-Moderation list

Can we make this a concrete proposal already. I'm sure it's been
suggested many times.

Proposal: (1) Create an imc-uk-moderation list for moderation
announcements and discussion. (2) Make it an open e-mail list, but all
new members are under moderation to start with.

Deadline: When THREE PEOPLE has volunteered (on imc-uk-process) to
moderate the list.
