[IMC-UK-Features] Change to Social Centres Feature ?

I'd personally not be happy with moving a chunk out of the abstract as
it would spoil the narrative and context of the rest. I could attempt
to trim it down but there have been a lot going on.

I'm a little peeved that the space used up by european social centres
news on the UK front page seems to be an issue when the top story has
no UK reference at all. The social centres piece has never had the
opportunity to be displayed at the top of the front page as previously
there was a start page special about the depention centre riots and
now the piece about austrian repression.
