[IMC-UK-Features] Change to Social Centres Feature ?

Features are indeed often very much like buses (only not full of noisy
school kids).

Not much we can do about this issue while the front page is designed
as it is but...

If the Austrian feature had been posted after the customary 24 hours
instead of seven hours earlier then the social centres piece might
have been enjoying a brief period of visibility until six thirty this
evening. Then the austrian feature would find itself pushed down just
five hours later.

I could have but I had no idea when it went up or how long the person
who put it there wanted it to be there so I left it. Made enough
enemies already without pissing off somebody else.
