[IMC-UK-Features] Region proposal - was: topic page proposal

Hi all,
A few weeks ago I wrote this email to the lists with a proposal for a
new topic page:

After having discussed this with various people, I would like to change
this proposal into one for a region as what goes on this page is more
dictated geographically than topically. I feel it is important to set
this up, especially as there is no such regional news archived
accessibly anywhere within the Indymedia network and also as campaigning
around marine wildlife and the state of our oceans seems to have
intensified.
I'm happy to commit populating and to moderating this new regional page
and provide features for/ from it.

As far as I know there is no set process of agreeing on creating a new
region, as there is for topic pages. Maybe we could set a deadline of
Monday 14th April to discuss this? I have slightly changed the proposed
url and description:
