It was back in 2006, first in June[1] and then in October[2]. The modified
proposal[3] was to have an Action Topic, which's the same as Major Report.

No, there were reservations[4] and that's why it's listed under "unagreed
topics" on the wiki page[5]. The reservations were basically that
Indymedia "should not be perceived as facilitating the organising of
campaigns". However, imo this argument is absurd as all that topic pages
do is to collect stuff in one place. The coverage of actions and campaigns
(reports and announcements) is already on the site and if the authorities
wanted to accuse us of facilitating the organising of campaigns, they can
do that anyway. You could probably argue this with the 'Indy blogs'
proposal, but that's another issue. Besides, we already do that for so
many similar things (Climate Camp, No Borders Camp, DSEi etc.) so i can't
see why Smash EDO should be an exception, given that it's been one of the
most successful campaigns in this country.
