[IMC-UK-Features] tech update

hi all,

just to let people who may not be subscribed to imc-uk-tech or in the
irc channel know what happened today...

there was some planned work at the colo where the server is over the
weekend. unfortunately, a fuse or something and a whole load of servers
went offline. and more unfortunately, the uk publish server wasn't
noticed right away, so someone then had to go back to the colo today to
fix it. in the meantime, we had transferred most of the site to another
server, but publish remains in the same colo on that same machine as
before. there were some further, small points that needed fixing which
have been done over the course of the day.
