[IMC-UK-Features] feature proposal about the latest legal threat to indy - request to waive 24 hr rule

Hi Ana and everyone

While I can understand the desire to get this feature up quickly, I also
think that it's good to have a bit of time for people to read and
comment on the proposa. How about if the proposal is made before 6pm
today, that the feature goes up at midnight, just to give a bit of time
for feedback?
