[IMC-UK-Features] Applying for 'Admin' status

Hi
Surely Admin Access is for those who are doing the nitty gritty work on a
regular basis. Anyone can post anything at any time. Doing the Admin
mainly means becoming a censor?
Perhaps it would be better for Schnews people to concentrate on producing
Schnews. Though reliable inactive people on standby might be valuable.
