[IMC-UK-Features] Applying for 'Admin' status

Hello
Just a minor point, but I would prefer for there to be individual
accounts rather than there being a communal schnews account. (The
proposal isn't entirely clear, so if individual accounts were what you
had in mind then you can stop reading now).
Individual accounts can be disabled if people move on, cleared out
occasionally when we check which accounts haven't been used for a year
or more etc. Also I imagine people are a bit more careful with account
details that are theirs in particular, rather than handing out details
to others.
It may be slightly more work, but I think it is worth it. And I'd be
very happy to have some of the schnews crew on board with admin rights
