[IMC-UK-Features] Proposal create accounts for Schnews Re: Applying for 'Admin' status

could we create an account for Jo Makepeace on the understanding that this
would be an individual account not a group account

I am happy to run through the basics on writing features etc with Jo and
if more detail needed it could be done over IRC

who can create the account
