[IMC-UK-Features] Proposal create accounts for Schnews Re: Applying for 'Admin' status

I think that this list can agree to create an account as well as a local
collective. If no one disagrees can someone go ahead. Think lots of us
have had online & face-to-face work with Schnews folks to be happy to
add to trust network.

Way to go about it if there is no local collective active enough I would
think is for someone with the uber-admin rights to create accounts to
arrange with Jo secure communication channel and work out the users to
be added. I also agree individual accounts are preferable.

Then, some run through training is always necessary. Even if it's only
pointing out what are common consensus procedures (and where they are
noted), what buttons are and where to ask for help. This could be done
in IRC if face-to-face can't be arranged.
