[IMC-UK-Features] Support IMC-UK start page special

As I have not seen any objections, I've just published the 'Support 
IMC-UK' Start Page Special as I proposed in the lists yesterday. It's 
basically a couple of sentences linking to the 'server seizure' 
feature, and to a 'donate'' static page i created with the text i 
proposed yesterday.

And as I have already mentioned in these lists, we think that trying to 
raise money (donations) for a imcuk it is now a pressing issue, so the 
plan would be to have it on top of the front page for quite a while, 
and at very least until someone comes up with a banner to be put on the 
front page linking to the 'donate' static page.

Also, whilst in irc peeps mentioned that it makes sense if this feature 
has all regions ticked, as all imc's in the network benefit from the 
imcuk technical infrastructure. So, I've gone ahead and ticked all 
regions. I hope people don't mind, but if there is any region that 
objects to this, then I apologise for my frantic ticking and please 
untick you regions at will.
