[IMC-UK-Features] Feature proposal: Wildcat strikes

These are all valid points and the kind of thing I was getting at when I
said the draft was "superficial." I don't have the time do deal with these
issues as fully as they probably deserve, but I've had a go at updating
what I wrote to address some of them, especially your concerns about the
