[IMC-UK-Features] request for feature on indmedia g giggles

Hey!

This clearly isn't news in the strict sense, but we've had announcements
in the central column before. Usually these are startpage specials which
go up a few days before the event and then change to features when it's
over and there's something to report. Last year this happened for the Red,
White and Blue, SHAC, Sequani and Smash EDO demos.

I don't know if there's an agreed procedure for this, as it seems to have
happened on an ad hoc basis, but it might be a good idea to develop one. I
don't think Indymedia's just a facility for reporting events, but should
also be an activist resource. This could (and in my opinion, should)
involve actively promoting events.

Potentially this could get overwhelming with continuous requests for
startpages, but if we make it a requirement that people write them
themselves I don't see this as a problem. Personally I think the more
activity there is in the central column the better.
