[IMC-UK-Features] proposal - political policing feature

I propose a uk feature which covered political policing in the uk.

It will cover:
  yesterdays report to parliament on police at the 2008 climate camp.
the news the the police have reported themselves to the IPCC for  
investigation into sleep dep claims
the 16th march terror act making filming cops potentially arrest-able.
any other recent or propsed new powers
the 'why the police riot' series in the newswire
anything on fitwatch
anything on NETCU
the indymedia server seizure etc

it's a fairly big job. help appreciated
