[IMC-UK-Features] Democracy Village feature

Democracy Village have requested a feature on Indy UK. London IMC had 
one, but it is a few days out of date, and I went ahead a made some new 
text.

I emailed this list last night asking for this feature, but there was a 
balls up uploading the text into the site, and it's only just been put 
in tonight. However, because it is time sensitive and the court appeal 
happens on Friday, I'm asking that the article goes live on midday Thurs 
(I actually meant the 24-hour period to begin last night.)
