paraguay entirely in spanish language

actually this  Luis Agüero Wagner geezer is spamming the uk wire with 
this sort of rants almost daily for the last week or so, and it's quite 
annoying. Can he be stopped?

Maybe we need an extra guideline for articles published entirely in 
other languages than english:

*Posts in other languages than English: Articles that are published 
entirely in other languages than English and that they don't contain a 
translation to English language, or at least, a comprehensive summary 
in English about what the posting is about.

Or something like that anyway ... What about 7 days deadline to put 
this upo in the Ed Guidelines? Next Tuesday 1st.
