A couple of ways to do (ii):

1. Set up a new, seperate Mir site for indycymru using the
   UK dev and production servers and some mirrors.

2. Set up a indycymru region on the existing UK site
   (indycymru.org.uk can be set to redirect to this part
   of the site).

There are pros and cons to either approach (for example 1.
gives you more autonomy but less intergration with the UK,
2. avoids having to go through the global new-imc process
etc...) and the decision probably shouldn't be taken on a
technicial basis but if you want to ask any tech questions
then best use imc-uk-tech rather than the imc-uk-network
list :-)
